Mr. Noppharuj Worachitwuttikul, former leader of the 2006 White Pigeons and former male prisoner, traveled to submit a petition for the EC to investigate and consider the use of power by Ms. Paethongtarn Shinawatra, the Prime Minister, in appointing Mr. Somsak Thepsuthin as the Minister of Public Health and appointing Mr. Nattawut Saikua as the Prime Minister’s advisor, who are state officials. Will this cause the ministerial status to end according to the Constitution, Section 170, Paragraph One (4), in conjunction with Section 160(4)(5) or not? In the case of behavior that suggests inappropriate actions, it was apparent to the political party registrar, Section 93 of the Political Party Act, because
it was seen that both of them were clearly dishonest.
Mr. Noppharut said that the appointment of the cabinet and many advisors must go through careful screening and examination of both qualifications and behavior from the past to the present. They must have a public spirit in serving the country and the people. Above all, they must be loyal. And being a political official must adhere to the principles of the Code of Political Ethics. Therefore, he asked the EC to investigate the use of Ms. Paethongtarn’s power and duty in appointing the two people.
Although Mr. Nattawut is a male convicted criminal and at the time of receiving royal mercy, it was a letter from the Department of Corrections informing the prisoners that the Department of Corrections had adopted the royal project of Khok Nong Na and had all prisoners attend training to prepare before being released. However, on December 18, 2020, Mr. Somsak, in the position of Minister of Justice, signed to release Mr. Nattawut without attending the training f
or the said project. However, the position of advisor to the Prime Minister is an important position. The power and duties may not overpower Ms. Paethongtarn or may be like giving orders, secretly giving orders on some issues that Ms. Paethongtarn has not learned about yet.
‘I think that the behavior of both of them is clearly dishonest. The Khok Nong Na project, most of the prisoners, almost 100% have been trained. There are 76 VIPs released by Mr. Somsak. All 5 defendants who are parties to the case have participated in the training. 4 of them are Dr. Weng, Mr. Wiphu Thalang, and me. As for Mr. Wirakan Muksikapong, he is sick in the hospital. I mean that the person who comes to be the Prime Minister’s advisor, which is the highest position in the executive branch, is important. And even more so in the social world, there is a lot of ridicule about this Prime Minister in terms of knowledge, wisdom, or experience. Mr. Noppharut added that from now on, he will submit a letter to the Attorney General to request that the Constitutional Court adjudicate it and submit a letter to the NACC to investigate because he sees that the position of advisor to the Prime Minister has the status of a state official. He also believes that Ms. Paethongtarn will not survive because she stands on reality. As for who will be the administrator of the country, this is not a small matter.
