Ministerial regulation changing bull racing times comes into effect today

Spokesperson of the Ministry of Interior revealed that the ministerial regulation changing the time of bull racing will be effective today. “Anutin” urged governors to set guidelines for permitting and monitoring of the games to be in accordance with the criteria and goals to promote tourism and create local jobs.

Ms. Traisuree Traisaranakul, spokeswoman for the Ministry of Interior, said that today (October 10, 2024), the Royal Gazette published Ministerial Regulation No. 46 (2024) issued under the Gambling Act of 1935, which contains the main points of determining that bullfighting is a form of gambling that can be played during the specified time, from 6:00 p.m. to 6:00 a.m. the following day, in order to be consistent with the tradition of bullfighting played at night.

According to the Ministerial Regulation No. 46, it will be effective from the day following the announcement in the Government Gazette, i.e. from today (11 Oct. 2024) onwards.

Ms. Traisulee said that after the law came into effect, Mr.
Anutin Charnvirakul, Deputy Prime Minister and Minister of Interior, urged the governors of provinces where the traditional bull racing game is held to set clear policies or guidelines for the districts and to monitor and supervise the game to ensure that it complies with the criteria and conditions set by the law so that this law amendment is in line with the government’s policy to preserve local traditions, promote tourism, create jobs and careers in the area.

In this regard, Ministerial Regulation No. 46 has specified the characteristics, limitations and conditions for playing bull racing as follows:

One permit is valid for one trip.

This gambling shall be played on the days, times and at the places specified in the license.

The licensee shall not transfer the license to another person for use.

5. Do not bring animals of other types other than those permitted to compete. 6. The number of animals competing in each trip must not exceed 1 pair. 7. Persons who are not yet of legal age are prohibited from
participating.

‘The bullfighting is a local tradition of some provinces, such as Phetchaburi, which can be a supplement to tourism and generate income for farmers who raise bulls and other related occupations. Therefore, the government has a policy to adjust the timing of the game to be consistent with local traditions. In order for the game to be smooth, Mr. Anutin has instructed the Department of Provincial Administration in the province where the game is held to set various measures to prevent problems with crime, drugs, and youth gatherings, so that the game can be managed and maintained smoothly in accordance with government policy,’ said Ms. Traisulee.
