Anutin Charnvirakul, Deputy Prime Minister and Minister of Interior, as leader of the Bhumjaithai Party, spoke about the case of Pol. Col. Thawee Sodsong, Minister of Justice, leader of the Prachachat Party, stating that he did not believe that the Senate had an order to reject the referendum draft because Mr. Anutin was the first person to talk about amending the constitution. Mr. Anutin asked the media back when he had said that. When he first came in, he had seen news that made it difficult to run the country. He thought about how to solve it, such as the problem of administration, the overlapping bureaucracy of ministers and civil servants, and he wanted them to try to adjust it, which was like talking in a coffee shop. He also said that political parties should be dissolved easily. Can it be
made clear what the offense is before they have to be dissolved? Including the party executive board, if they did not do anything wrong, they should not be disqualified. He just complained, so he was confused about how and when they initiated it.

When asked if this meant that Pol. Col. Thawee had misunderstood, Mr. Anutin said that it was probably like that. It happened when the government of Mr. Settha changed and there were discussions between the coalition parties, which we already knew. For example, in the case of appointing the permanent secretary of the Ministry of Interior, they used some kind of regulations before appointing him, which was feared to be in time. For example, if a civil servant of level 10 or above behaves inefficiently, if he is close to the permanent secretary of the Ministry of Interior, then nothing needs to be done. He confirmed that it had nothing to do with the initiation of the constitutional amendment.

When asked further that previously there were voices from the Pheu Thai Pa
rty stating that the major political parties were the ones who initiated the amendment of the constitution, Mr. Anutin said that he might have spoken louder than others. Speaking in principle, political parties should not be dissolved easily. Administrative power should be balanced. It is not like ministers have to ask the permanent secretary only. If the permanent secretary does not agree, there will be a deadlock. That is all I am complaining about. If it can be amended, it can be done. If it cannot be amended, it will have to be managed. He confirmed that it is definitely not related to amending the constitution.
