Parliament, “Wisut”, the government whip, encourages “Move Forward”, not yet confirming “Phradon” as the deputy speaker of the House, but sees it as appropriate, requests negotiations within the coalition parties first, confident that a new person will be found next Wednesday, points out that the qualifications must be neutral, able to control meetings, reveals that the Pheu Thai executive committee is considering sending a new election to Phitsanulok.

Mr. Wisut Chainarun, the government whip, talked about the case of the Move Forward Party being dissolved by the Constitutional Court, saying that he gave encouragement to the Move Forward Party that it had to follow the Constitutional Court’s ruling, but everything had to be in accordance with the law and rules. We have to accept the Constitutional Court’s ruling, which is normal, normal politics. We have been through a lot. Now, we give encouragement to be strong in politics. There are people coming in and out. The previous generations, Thai Rak Thai, just g
ot back. But even if we don’t agree, we have to accept it. As for the work, there probably won’t be much because there are about 2-3 MPs who have dropped out, and the proportions in the parliament aren’t much different. We can still work normally, there’s nothing to worry about or be concerned about.

As for the positions that will be affected, both the First Deputy Speaker of the House of Representatives and the committee members, we have to look at the proportions of each party. The House already has guidelines on how to do things in a complete and appropriate manner as agreed upon.

‘The position of the first deputy speaker of the House, the incident happened yesterday. Today, I still don’t dare to answer which party will become the first deputy speaker of the House. But the clearest thing is that next Wednesday, there will definitely be an election. There will definitely be a first deputy speaker of the House coming up to perform the duties because the election will be next week. Therefore, I would like y
ou to be patient. The negotiations are a discussion between the leaders of all the coalition parties. By etiquette, all parties must consult each other,’ said Mr. Wisut.

Mr. Wisut also said that today it will not be just a quota. There must be many political elements, including the proportion of MPs in the parliament. He confirmed that 100% must be people from the government side because the last time they were elected like that, the situation seemed like Move Forward would join the government. But now that it is like this, it is the proportion of the government that must be negotiated with many parties.

This will be a proportion of the Bhumjaithai Party or not, because in the position of the 2nd Deputy Speaker of the House of Representatives, he is a person from the Pheu Thai Party. Mr. Wisut said that it is possible, but let’s talk first. Everything is possible, and he believes that there is no problem that the coalition parties will choose the right person to do the job.

Mr. Wisut also mentioned the qua
lifications of a person who is suitable to serve as the first Deputy Speaker of the House of Representatives, saying that he must be politically neutral and have good command of the rules, and be responsible for controlling the parliamentary meeting to ensure that it proceeds smoothly. Many MPs from many parties who have the qualifications, many of whom have been in the parliament for a long time, and those who take up the position only have the duty to follow the parliamentary meeting regulations.

As for the list of Mr. Phradon Prisananantakul competing for the position of the first deputy speaker of the House of Representatives, Mr. Wisut said that it was appropriate because the House has been in the meeting for many terms. Mr. Phradon’s father also sat in this position. But at this time, he did not dare to confirm who it was.

As for the allegations that the positions of the president and the two vice presidents come from the government side and are unable to scrutinize the government, Mr. Wisut said that
the positions of the president and the vice president are responsible for controlling the parliamentary meeting to follow the regulations and maintain order only. They do not have the duty to decide on other matters apart from the regulations. This position is not a matter of checking and balancing. Therefore, checking is the duty of every MP.

As for whether it is possible for the positions of the president and the two vice presidents to belong to the Pheu Thai Party, since this had already happened during the government of Ms. Yingluck Shinawatra, Mr. Wisut said that during the government of Ms. Yingluck, the proportions were not the same as now because at that time the Pheu Thai Party had many MPs.

Mr. Wisut also mentioned the proposal of a new candidate to run in Constituency 1, Phitsanulok Province, to fill the vacant position. He said that this matter will be considered by the party executive committee because last time, Pheu Thai came in third place and the Palang Pracharath Party came in second. Norm
ally, by etiquette, in a political party that is a coalition government, we would give the party with the highest number of votes first, which would have to be given to the Palang Pracharath Party first, but it would depend on the executives of both parties having to negotiate.
