Pushing government agencies towards digital government

“Government spokesman” revealed that the Prime Minister supports the government to push government agencies to become digital government, increase work efficiency and public services, and set a goal for the Electronic Government Index (EGDI) to be no lower than 40th in the world.

Mr. Chai Wachirong, spokesman of the Prime Minister’s Office, revealed that the results of the push for the use of digital technology and innovation to further develop into a digital government by Mr. Settha Thavisin, the Prime Minister, who aims to facilitate the public to access government services comprehensively, on July 9, 2024, the Cabinet approved the draft of the Civil Service Development Strategy (2024-2027) for government agencies and state agencies to use as a framework for their operations, along with setting a target value for the E-Government Development Index (EGDI) of no lower than 40th in the world, along with increasing the country’s competitiveness (IMD Competitiveness Ranking) in terms of government effectivenes
s of no lower than 20th in the world.

Mr. Chai said that the draft strategy has important content that states that Thailand is an advanced state (Digital and Innovative Government) and an open state (Open Government), aiming to develop the public sector into a modern digital government that can use digital technology to develop work and provide services to the public effectively, and connect work with other sectors. Most recently, the Ministry of Digital Economy and Society has set a policy for the Ministry of Digital to be a modern, efficient government agency that meets the needs of the public, and integrate work with other relevant agencies, develop and apply modern technology to increase work efficiency in 4 main areas, namely:

1) Paper Less: Reduce paper usage to a minimum and use a secure cloud storage system that allows for fast data management.

2) Applying digital technology, including integrating data linkages through government agencies with the Digital ID system, linking health data between hosp
itals, pharmacies, and medical facilities nationwide, by coordinating with the Big Data Institute (Public Organization) and the Personal Data Protection Committee Office (PDPC).

3) Create equality and reduce digital divide, promote internet network nationwide under ‘Public Internet for Quality of Life Development Project’, establish community digital center and develop digital volunteer, provide digital knowledge, create communication network nationwide by National Telecom Public Company Limited, develop skills of new generation, create start up by Digital Economy Promotion Agency, support digital business, electronic transaction by Electronic Transaction Development Agency.

4) Create security and confidence in digital usage, accelerate suppression and establish an operations center to solve online crimes, AOC 1441, providing 24-hour service to receive complaints about online threats, including setting up a government information service center for the public, GCC 1111, providing services to inquire about i
nformation and receive complaints about the government sector, reporting fake news and online crimes.

Under the draft strategy for the development of the civil service system, the target value is set for the e-Government Index (EGDI) to be no lower than 40th in the world and to have a score of no lower than 0.82 (out of 1). According to the latest assessment by the United Nations in 2022, Thailand was ranked 55th (score of 0.766) in the e-Government Index of 193 countries. Meanwhile, in terms of the country’s competitiveness ranking (IMD Competitiveness Ranking), the target value is set for public sector efficiency to be no lower than 20th. Currently, the IMD ranked Thailand 24th with a score of 55.1 in 2024.
